Councilwoman Brandy Westmoreland
District 1
Brandy Westmoreland is a life-long resident of Zachary. She is married to Dustin Westmoreland and they have 2 beautiful daughters, Abigail and Chloe. Brandy was elected to Zachary City Council in November 2022. She previously served as District 2 Zachary Community School Board from 2016-2022. Brandy is a 2021 graduate of LSU’s Banking School, a 2017 Graduate from Leadership North, she attended Louisiana Technical College Folkes Campus and is a Zachary High School graduate. Brandy is a lifetime banker of 27 years, where she has served many roles throughout her career, currently she is the Executive Vice President at Landmark Bank. She is a member of Galilee Baptist Church, where she serves as the Children’s Director. Brandy has been selected for many awards in the community such as the 2018 Zachary Business Woman of the Year and the 2013 City of Zachary Volunteer of the Year. She also serves on the GSBLSU Advisory Board. She previously served as Zachary Rotary President and Treasurer and she is also a Chamber Ambassador.

Councilman John LeBlanc
District 2
Elected in December of 2020, John Leblanc represents City Council District 2 and has resided in Zachary for over 35 years. John is a retired Baton Rouge Fire Department Captain/EMT and a six-year United States Navy Veteran. During his tenure at the Baton Rouge Fire Department, John received several lifesaving awards, the American Legions’ 1997 Fireman of the Year award, and the Sunshine Rotary Club’s 2011 Public Service award. John has been married to his wife Anita for over forty years and has been blessed with two daughters, a granddaughter, and a grandson. John and Anita are members of First Baptist Church of Zachary. City Council District 2 includes areas of Fennwood, Marita Terrace, Old East Place, Sandy Creek, East Meadow, Myrtle Hill, The Settlement, Waterford Dr., Pope Rd. and Shaffett Ln.

Councilwoman Ambre DeVirgilio
District 3
Ambre DeVirgilio was elected to serve as Councilwoman District 3, City of Zachary in 2022. She served as the Mayor Pro-tempore in 2023. She was raised in East Baton Rouge Parish, graduating from Baton Rouge Magnet High School. Councilwoman DeVirgilio attended Louisiana State University before transferring to the State University of New York's Fashion Institute of Technology campus where she was conferred two degrees, with honors. Upon graduation, Ambre began her career in the corporate fashion industry along New York City's famed Seventh Avenue, the heart of the Garment District. Her design career developed an eye for detail as well as a strong business, project management and problem-solving acumen. She thrives in collaborative environments and idea exchanges. The DeVirgilio Family relocated to Zachary in 2017 and is proud to call Zachary home. Her husband, Louie, is retired from service in the New York City Police Department. They share two children, Luke and Evangeline. Mrs. DeVirgilio is a member of Zachary Charity League, the Baton Rouge Area Foundation, AIGA (the Professional Association for Design), and Zachary Community School District’s parent involvement organization, ZEPTO. She has served as a representative for Rollins Place Elementary on the School Board Parental Involvement Committee and served two terms in her neighborhood's Homeowner's Association, most recently as Vice President. Ambre holds a strong commitment to serving the constituents of District 3 and constituents throughout the city. Fostering initiatives and adopting policies that will continue to make Zachary a desirable place to live are her priority.

Councilman James Graves
District 4
James Graves was elected to serve on the Zachary City Council, District 4, on December 10, 2022. He is presently serving as Mayor Pro Tempore, after being unanimously selected by his fellow council members on January 9th, 2024. He is a long-time resident of Zachary. His family opened Southern Comfort Shelters in June of 1990, which is still in operation today. James became proficient in various industrial trades, including fabrication installation, design, welding, mechanics, and carpentry, as a part of the family business. In 2009, he graduated from Remington College in Lafayette, La. James has been the owner/operator of James Barbershop since 2010. He is a member of the Zachary Chamber of Commerce and the Bishop Robert Tracy Council #10080, Knights of Columbus, a charitable, fraternal organization of men of faith. James is committed to community service. He attends to the needs of the underserved through outreach programs for men seeking a new way of life through numerous family, social, and civic organizations throughout the Zachary and metropolitan area. James is married to Andrea Graves. They have two children, Julia and Jayse. James and his family are active members of St. John the Baptist Catholic Church. He is committed to serving the constituents of District 4, as well as all citizens of Zachary.

Mayor Pro Tempore Jennifer Boyd Landry
District 5
Jennifer Boyd Landry was elected to the Zachary City Council in December 2022, representing District 5. She is presently serving as Mayor Pro Tempore, after being selected by her fellow council members on January 14, 2025. Jennifer has served in the banking/finance industry for the last 26 years and is the founder of Dogwood Financial Group, specializing in Financial Literacy for all. She is also a licensed Real Estate Agent and operates Dogwood Real Estate Group, serving the Greater Baton Rouge area. Jennifer currently serves on the Lane Regional Medical Center Foundation Board, the Rotary Club of Zachary Board, and the Community Relations Committee for the Greater Baton Rouge Association of Realtors. She is a Rotary Club of Zachary Past President and Past Assistant District Governor for the Rotary District 6200. Jennifer is a graduate of the LSU Graduate School of Banking and the 2021 recipient of the Zachary Chamber of Commerce Volunteer of the Year award, currently serving as an ambassador to the Chamber. Jennifer has lived in Zachary with her two sons since 2001 and is a member of Zachary First Baptist Church where she recently married Bryan Landry.

Dana LeJeune
Clerk of City Council/Accountant
Dana LeJeune serves as the Zachary City Clerk, appointed in June 2015 by the Zachary City Council. She is responsible for notifying council members and the community of all meetings, keeping a journal of meeting proceedings and minutes, and serving as the official secretary of the council, according to Zachary’s Home Rule Charter. LeJeune has been a Zachary City employee since 2009 and is presently serving as an accountant in the Finance Department. She also serves as Secretary of the Police and Fire Civil Service Board, Municipal Civil Service Board, Condemnation Board, and the Home Rule Charter Commission.
